Lavar McDowell is a seasoned federal defense professional with more than 23 years of experience supporting mission-critical Information Technology and Command and Control (C2) operations across the Department of War, the U.S. Army, the Intelligence Community, and multiple Combatant Commands. He currently serves as Vice President of Army Strategy, where he leads growth strategy and execution across the company’s Army portfolio. Lavar brings a deep technical and operational background spanning network and systems engineering, AV/VTC technologies, and program and project management. This foundation enables a highly customer-centric approach, aligning mission needs with scalable, executable solutions that drive results. He has demonstrated sustained success pursuing and winning complex Federal IT contracts ranging from $50M to $400M, while consistently building and maintaining a qualified annual pipeline exceeding $4B annually. In addition to his industry leadership, Lavar is an Army Signal Reservist, serving as the Joint Operations Center (JOC) Senior Operations Noncommissioned Officer within the United States European Command (USEUCOM) J3 Mission Command Center in Stuttgart, Germany. Lavar’s contributions have earned broad industry recognition, including being named AFCEA International’s Top 40 Under 40 in 2024, an honor recognizing leaders across government, industry, and academia. Lavar holds multiple professional certifications, including Project Management Professional (PMP), CompTIA CASP, AVIXA Certified Technology Specialist (CTS), and several additional technical credentials.
