The Technical Information Management System (TIMS) Technology Services Blanket Purchase Agreement (BPA) supports the Department of the Interior’s (DOI) Bureau of Safety and Environmental Enforcement (BSEE) and Bureau of Ocean Energy Management (BOEM) with comprehensive IT services and products designed to enhance mission performance. Through this vehicle, TekSynap delivers the expertise, innovation, and responsive service needed to sustain and advance the bureaus’ core mission systems.
TIMS is the central mission application for BSEE and BOEM. It provides the essential tools required to manage the broad range of data and information that drive the bureaus’ operations. By automating key business and regulatory functions, TIMS unifies diverse information into a single, centralized environment that enables collaboration and informed decision-making across all regional and headquarters offices.
TekSynap’s support helps ensure that TIMS continues to provide consistent, reliable, and secure access to critical information. The system improves operational efficiency by standardizing processes, forms, reports, and maps, promoting the electronic submission of data, and supporting data integrity through sound application design and quality assurance practices. These capabilities ensure the accuracy and accessibility of information that is vital to both the bureaus and the public.
TIMS also assists BSEE and BOEM in evaluating undiscovered, economically recoverable hydrocarbon resources and in developing estimated reservation prices for oil and gas tracts offered for lease on the Outer Continental Shelf.
Beyond its internal functions, TIMS facilitates the exchange of information among DOI bureaus, other federal and state agencies, private industry, and the public. This exchange promotes transparency, enhances coordination, and contributes to more efficient resource management and policy decisions.
Under the TIMS BPA, TekSynap provides IT services that strengthen BSEE and BOEM’s missions in the areas of application development, modernization, integration, and maintenance. Our approach combines deep understanding of DOI’s operational environment with a commitment to quality and collaboration, ensuring that TIMS remains a trusted and effective enterprise system supporting the nation’s offshore energy programs.
