About This Vehicle

The Department of the Interior’s Bureau of Ocean Energy Management (BOEM) is responsible for managing the development of the nation’s offshore energy and mineral resources in an environmentally and economically responsible manner. Its mission includes resource management, environmental protection, regulatory oversight, stakeholder engagement, research and data collection, and economic development.

The BOEM Data and Information Management BPA provides the flexibility to address the data and information management needs of all BOEM offices and regions. The vehicle enables BOEM to issue task-level calls supporting program and project management, technical consulting, application development and maintenance, data quality assurance, publication support, reference library management, business analysis, geoscience system support, and records lifecycle management across headquarters and regional offices.

BOEM’s mission depends on the accurate collection, validation, organization, preservation, and accessibility of technical, regulatory, geological, and geophysical information. This BPA establishes the contractual structure to support those responsibilities through defined task areas aligned to BOEM standards and federal requirements.

Under this vehicle, GenceTek provides program and project management oversight to ensure timely execution, effective resource coordination, and consistent stakeholder communication. The BPA includes technical consulting and subject matter expertise in information management practices and technologies to support BOEM’s operational priorities. Application development and maintenance services support the design, implementation, enhancement, and sustainment of systems and data stores that fulfill BOEM’s mission needs.

The BPA also supports data quality assurance activities, including data entry, validation, cleansing, analysis, and management to ensure integrity and regulatory compliance. Records management services address the full lifecycle of records, including creation, classification, retention, access, and disposition in accordance with BOEM practices and legal requirements. Document imaging and scanning services convert physical records into complete and accurate electronic files, while organization and maintenance activities ensure both electronic and physical records remain accessible and properly managed.

Specialized support includes Geological Interpretive Tools (GIT), maintenance of the BOEM Resource Evaluation Database, and Geophysical Data Archive Support, including archiving SEGY data within the Hierarchical Storage Management solution and populating the ProSource Seismic database to track geophysical information from permit through public release in accordance with BOEM requirements.

GenceTek is an SBA-approved Mentor-Protégé Joint Venture between Spahr Solutions Group, a certified Service-Disabled Veteran-Owned Small Business and Woman-Owned Small Business, and TekSynap Corporation. The joint venture is eligible to compete for and perform task orders issued under BPA No. 140M0126A0001 in support of BOEM Data and Information Management requirements, as defined in individual task order statements of work. Document editing, assembly, and publication services to support BOEM’s regulatory and scientific documentation needs.

Management of reference libraries to ensure accuracy, consistency, and accessibility of citations and supporting materials.

Evaluation and enhancement of business processes related to information management, identifying opportunities for efficiency improvements.

Technical support for GIT utilized by BOEM/BSEE geoscientists and engineers, ensuring effective tool utilization.

Maintenance of BOEM New Orleans Office Resource Evaluation’s digital database, ensuring strict standards for nomenclature, file content, and metadata integrity.

Archiving of SEGY data within the Hierarchical Storage Management (HSM) solution; organization and tracking of geological and geophysical information; and population of the ProSource Seismic database to support lifecycle tracking from permit through public release.

Lifecycle management of records, including creation, classification, retention, access, and disposition in compliance with BOEM practices and legal requirements.

Digitization of physical documents to create accurate and complete electronic records.

Organization and maintenance of both electronic and physical records to ensure data integrity and accessibility.
